Pepco BY Morrison Park EV Charging – Takoma Park, MD
This Pepco BY Morrison EV charging station has two 7 kW Level 2 EVSEs. It is located in the parking lot of the BY Morrison Park in Takoma Park, MD. The Pepco-owned Level 2 units currently have a fee of $0.18 per kWh which is inclusive of 6% Maryland sales and use tax. The fee is subject to change with approval of the Public Service Commission which regulates the state’s utility owned and operated public charging stations. Signs posted by the city of Takoma Park prohibit commercial vehicles and taxis and limit the time to a maximum of four hours. There are plenty of businesses to visit in this urban area. The Takoma Park-Silver Spring Food Co-op is across the street. Highly reviewed Spring Mill Bread Company is on the opposite corner. Seoul Food DC, which is known for its Korean/vegan food is next door.

Delmarva Power Darlington Park EV Charging – Darlington, MD
This Delmarva Darlington Park EV charging station has two 50 kW Efacec QC45 DC fast chargers and five single-port Level 2 EVSEs. It is located in the parking lot of Darlington Park in Darlington, MD. The park is on US Route 1 about two miles south of Conowingo Dam. The park basically consists of soccer fields. A portable restroom is sometimes available at the park but not always. The only other amenity within reasonable walking distance is a High’s convenience store within a two minute walk of the charging site. The only other features nearby are Chesapeake Harley-Davidson, Deer Creek Cemetery and the Deer Creek Friends Meetinghouse.

The Community Center is located in Fallsgrove Stream Valley Park which has walking trails, tennis courts, picnic tables and a playground. Potomac Edison Deep Creek Lake Visitors Center – McHenry, MD
This Potomac Edison EV charging station has two 62 kW ChargePoint DC fast chargers and one single port Level 2. It is located in the parking lot of the Deep Creek Lake Visitors Center in McHenry, MD. This popular vacation area is about 3 hours from the Baltimore, MD and Washington, DC area in western Maryland. The closest amenity besides the Visitors Center is a Greene Turtle restaurant via a 2 minute walk to the east. There is a Canoe On the Run coffee shop to the west about four minutes walk.

It is located in the parking lot of the Carroll County Government building that houses the offices of the Carroll County Commissioners. Downtown Westminster Main Street is a .3 mile walk south on Center Street. Restaurants including Jersey Mike’s, Blaze Pizza and Tropical Smoothie Cafe is about a 5 minute walk (0.2 miles) north on Center Street.

Access to reliable and affordable charging where people live is essential to the widespread adoption of electric vehicles.
Robert Borkowski is fortunate to have a garage at his home at Clarksburg Condominium II in order to charge his Tesla. But many of his neighbors in Montgomery County, Maryland do not have a private garage or parking space to install a personal EV charging station. As President of his condo association, Robert decided to look into installing shared charging stations for residents of his condo community who do not have a garage or dedicated parking.
Clarksburg Condominium II Community Buy-in
Getting approval for the project required a “yes” vote from two-thirds of the condo residents. The association sent out a survey to gauge interest among residents for EV charging. Supporters of the project held several community meetings to answer questions and address concerns. They set up a Frequently Asked Questions page on the association’s website about the proposed EV charging stations.
Maryland EVSE Incentives
Taking advantage of available EV charger incentives helped the association manage out of pocket expenses. Keeping the cost down helped persuade some residents who initially opposed the project because of budget concerns. The Maryland Energy Administration (MEA) offers a 40% rebate for qualifying EVSE installations. The condo association also applied for incentives from their utility company. Potomac Edison offers up to $20,000 through their EV Driven Multifamily program. In total, the project cost around $60,000. Incentives from the state of Maryland and Potomac Edison amounted to around $44,000. The net cost to the association was around $16,000 after incentives.
The association had to pay the entire costs for the construction up front before receiving the rebates. The Montgomery County Green Bank worked with City First Enterprise’s Small Business Energy Savings Support Program on a $60,000 loan to help facilitate the electric vehicle charging project.
The condo association selected six JuiceBox PRO commercial grade EVSEs from EnelX for the project. These units are connected to a network with accompanying monthly service fees. This allows residents and visitors to pay for their kWh usage via a mobile app. The initial cost for residents is $0.20 per kWh. Visitors can charge for $0.30 per kWh.
The six 40A JuiceBox PRO commercial EVSE (Electric Vehicle Supply Equipment) are on a new dedicated 400A 3-Phase commercial service. The infrastructure includes capacity to install 11 additional EVSEs in the future.

Cove and Watermark Place Condominiums in Columbia Maryland
Two properties in Columbia, Maryland are getting Level 2 EV charging for condo residents.
The Cove and Watermark Place are adjacent to one another in the Wilde Lake area of Columbia. They both seem to have coordinated with the BGE EVsmart Multifamily Property program. The installation work for both places was done at the same time.
Watermark Place is a high-rise luxury apartment condo on Windstream Drive across from the Mall. There are eight EV charging ports in the north west side of the parking lot. The Cove is a townhome style community on the lake. They have EVSEs to charge four vehicles simultaneously. They are located in the south east of the parking area in the 10080 block of Windstream Drive.
All the charging stations are made by ChargePoint and are labeled with BGE EVsmart branding.
EV Charging for Condo / Multi-Family Properties
These charging stations are probably part of BGE’s owned and operated EV chargers that are being placed at certain multi-family properties. The Maryland Public Service Commission approved BGE to install and operate 40 Level 2 EV charging stations on multi-family properties. The fee to use these utility owned and operated stations will be the same as the price to use their public charging stations. As of June, 2022, that price is $0.18 per kWh including tax.
BGE is also approved to offer rebates to multi-family properties that wish to install and own the charging equipment themselves. That offering includes a rebate for 50% of the cost of the EV charging equipment and installation up to $5,000 per Level 2 charging port. The rebate program has experienced a slow uptake, likely because the effort and upfront expense must be undertaken by the property managers which can be daunting.
Rivian has begun construction of six DC fast chargers at a shopping center near Interstate 95 in Harford County, MD.
The electric truck and SUV maker is installing six charging stalls in the north west part of the parking lot at 1321 Riverside Parkway in Belcamp. According to documents submitted to Harford County officials, an additional three spots will be prepared for future expansion for an eventual total of nine DCFC spots.
The Riverside Shopping Center where Rivian is building the chargers has a ShopRite grocery store (open 6:00 AM – 10:00 PM), McDonald’s and Waffle House (both open 24 hours), plus a Walgreens, Subway, Riverside Pizzeria and Crab Du Jour restaurant.
Exclusively for Rivian Vehicles
Rivian plans to build more than 3,500 CCS fast chargers at over 600 sites in the U.S. and Canada by the end of 2023. These DC fast chargers will be part of the Rivian Adventure Network.
The company has said that their fast chargers “are currently proposed to be exclusively for the use of Rivian vehicles only.” However, the text of a lease agreement between Rivian and the town of Salida, CO suggests that Rivian reserves the option to open some or all of the fast charger spaces to other electric vehicles.
According to the Howard County Department of Recreation and Parks, Roger Carter Community Center provides a variety of recreational facilities including:

The fee to use the Level 2 charging stations is $0.18 per kWh including 6% Maryland sales tax. The fees are subject to change with the approval of the Maryland Public Service Commission which regulates the utilities. Payment is via a Shell Recharge account.
Downtown Columbia, Maryland now has a dozen more Level 2 EV charging connectors. The ChargePoint EVSEs are located in the garage at Broken Land Parkway and Divided Sky Lane in the Merriweather District in downtown Columbia. Map link
The parking garage serves the offices, restaurants and retail establishments in the buildings called One and Two Merriweather. Cured Table & Tap and 18th & 21st are two of the restaurants in those buildings.
Near the Merriweather District, BGE operates six charging stations at the Central Branch of the Howard County Library. These utility-owned public charging stations are part of a five-year ratepayer-funded pilot program approved by the Public Service Commission in 2019. The Level 2 stations at the library cost $0.18/kWh to use.
The garage at One and Two Merriweather has two charging stations on the ground floor. Each of those two stations can charge two cars simultaneously. There are additional stations on levels 2, 3, 4 and 5. The EV charging stations are currently free however they require a ChargePoint account to activate a session.
