Pip Moyer Recreation Center at Truxton Park is the site of the first public charging station owned and operated by BGE under a pilot program approved by the Maryland Public Service Commission. This dual-port, Level 2 site, located in Annapolis, opened on September 13, 2019 and cost $42,453.00 to construct according to data from semi-annual progress reports submitted to the PSC.
Note: This is the first in a series of reports of operational and financial performance data for Maryland utility-owned EV charging stations derived from various public data.
The data below reflects the activity for calendar year 2025 and includes data compiled from BGE’s Semi-Annual Progress Reports and Quarterly Reliability Reports. The Maryland Electric Vehicle Charging Reliability Act (HB 834) of 2023 requires 97% annual uptime for each utility-owned charging port.

Financial
Revenue for this site totaled $2,074.52 in calendar year 2025. The revenue comes from EV drivers who pay $0.17 per kWh for Level 2 charging. That rate is regulated by the PSC and has remained the same since 2019. The main operating expenses are the monthly electricity bills which totaled $3,894.79 in 2025. Preventive and corrective maintenance costs totaled $276.00 for the year. Maintenance and repair expenses are detailed in the utilities’ quarterly reliability reports. The yearly networking fee of $600 is based on $3,000 network costs for five years in the construction table in the original semi-annual reports. The Truxton Park EV charging station continues to lose money despite being in operation for more than six years in a highly visible location.

Uptime
Charging station uptime for both ports on this unit was presented as 100% for every month except January (58%) and December (97% & 99%). The overall average uptime for the year was 96.3% & 96.4%, slightly under the 97% annual uptime requirement. See table below.

Customer Complaints
Consumer complaints received about utility-owned charging stations are required to be reported to the PSC on a quarterly basis. Three complaints for the year were recorded for the Truxton Park site. All three were noted to have been resolved the same day or the next day. Two involved a breaker reset. See the table below for details.

Repairs
There was just one repair recorded for this station for 2025. It is described as an “EVSE software failure” that was repaired on October 8. The issue was identified two days earlier on October 6. The downtime duration was recorded as 3,377 minutes. Notably, the uptime for both ports was reported as 100% for the month of October and there is no explanation for the apparent discrepancy. The statute defines narrow reasons to exclude downtime due to issues such as vandalism but EVSE software failure doesn’t appear to qualify. Hopefully, the staff at the PSC will flag this for questioning and clarification.

Disconnection Events
The table below details two short periods in December when the EVSE was not connected to the network. The Public Service Commission ruled that since there was no guarantee that drivers are able to initiate a charge when there is no connectivity, especially via mobile app, that these periods be counted as downtime for uptime reporting purposes.

Peak Power
The graph below shows the maximum peak power in kW for each day of 2025. The graph was prepared from an aggregation of four quarters of session data reported to the PSC. The visualization reveals a number of gaps where there were consecutive days when no charging sessions were recorded. A particularly large gap is shown in the first two weeks of January which is consistent with the reported 58% uptime that month. Note the shorter lines that show days where the peak is under 4kW. This likely indicates that the only vehicles that charged that day were ones that are only capable of a maximum charging speed of 3.3 kW. Most Plug-In hybrids are in this category.
