Parish Hall Potomac Edison Charging Station – 2025 Report

Utilization, Uptime, Complaints, Repairs & Profit/Loss

Parish Hall is the first public charging station owned and operated by Potomac Edison under the EV pilot program approved by the Maryland Public Service Commission in January 2019. This dual-port, Level 2 charging station is located in downtown Frostburg in western Maryland. It opened on March 23, 2020 and cost $19,438.31 to construct according to data from semi-annual reports submitted to the PSC.

Parish Hall is one of 52 sites in Potomac Edison’s EV Driven public charging network comprising 103 charging ports. The data below reflects the activity for calendar year 2025 and was compiled from Potomac Edison’s Quarterly and Semi-Annual Reports filed with the PSC. The Maryland Electric Vehicle Charging Reliability Act (HB 834) that passed in 2023 mandates 97% annual uptime for all utility-owned charging ports.

Financial

Calendar year 2025 revenue for this site totaled $295.96. This is the sum of all charging fees collected from EV drivers at the approved rate which was around $0.21/kWh. Electricity costs of $722.05 reflect the sum of monthly electric bills incurred during 2025. Operating and maintenance (O&M) costs include one year of network service fees as well as all preventive and corrective maintenance expenses detailed in the quarterly EV charging reliability reports.

Uptime

Charging station uptime for both ports on this unit was reported as 99.7% or above for every month except July where it was 74.2%. That seems consistent with the 11,520 minutes of downtime reported in the Repairs section in July.

Customer Complaints

Consumer complaints about utility-owned chargers are required to be reported to the PSC on a quarterly basis. Two complaints for the year were recorded for the Parish Hall site. Both were received in June. See the table below for details from the Quarterly Reliability Reports.

Repairs

There was just one repair recorded for this station for 2025. The issue is described as “Disconnected” and was repaired by cycling the power on July 9. The date recorded when first identified was eight days earlier on July 1. The downtime duration was recorded as 11,520 minutes which accounts for the 74.2% uptime in July.

Disconnection Events

The table below details two short periods in November and December when the EVSE was not connected to the network. The Public Service Commission ruled that since there was no guarantee that drivers are able to initiate a charge when there is no connectivity, especially via mobile app, that these periods be counted as downtime for uptime reporting purposes. The 50 minute disconnection event in November and the 130 minutes in December seem to account for the less than perfect 99.9% and 99.7% uptimes in the respective months.

Peak Power

The graph below shows daily energy dispensed in kWh for the entire year of 2025. The graph was prepared from an aggregation of four quarters of session data reported to the PSC in public filings. In this particular site, the visualization reveals many days when no charging sessions were recorded. A particularly large usage gap in late June and early July coincides with a reported customer complaint that was recorded on June 18, 2025 and a repair of an issue that was recorded as identified on July 1, 2025 and repaired on July 9. There is some activity shown in the graph after the middle of July before picking up again in September.
