Carroll County Commissioners Office Building in Westminster, Maryland is the site of the second public charging station owned and operated by BGE under a pilot program approved by the Maryland Public Service Commission. This location opened on December 10, 2019 and cost $93,382.53 to construct according to data from semi-annual progress reports submitted to the PSC. The BGE Carroll County Commissioners EV charging station consists of one 50 kW DC fast charger and one dual-port Level 2 unit. It is located in the parking lot of the Carroll County Government building that houses the offices of the Carroll County Commissioners. Downtown Westminster Main Street is a .3 mile walk south on Center Street. Restaurants including Jersey Mike’s, Blaze Pizza and Tropical Smoothie Cafe is about a 5 minute walk (0.2 miles) north on Center Street.

The data below reflects the activity for calendar year 2025 and includes data compiled from BGE’s Semi-Annual Progress Reports and Quarterly Reliability Reports. The Maryland Electric Vehicle Charging Reliability Act (HB 834) of 2023 requires 97% annual uptime for each utility-owned charging port.

Revenue for this site totaled $11,126.32 in calendar year 2025. The revenue comes from EV drivers who pay $0.32 per kWh for fast charging and $0.17 per kWh for Level 2. The blended cost/kWh for the year is $0.198. The rates that EV drivers pay are regulated by the PSC and has remained the same since 2019. The main operating expenses are the monthly electricity bills which totaled $8,451.62 in 2025. Preventive maintenance costs totaled $77.00 for the year. Corrective maintenance totaled $1,341.00. Maintenance and repair expenses are detailed in the utilities’ quarterly reliability reports. The yearly networking fee of $1,267 is based on $6,335 network costs for five years in the construction table in the semi-annual reports. Revenue and expenses for this site were essentially even with a slight operating loss of $10.30 for the year.
