BY Morrison Park EV charging station in Takoma Park, MD

The first public charging station owned and operated by Pepco under a pilot program approved by the Maryland Public Service Commission is located at BY Morrison Park in Takoma Park, Maryland. This charging site has two Level 2 units at the edge of a small parking lot and opened on September 13, 2019. Site construction cost $45,278.00 in 2019 but the original chargers were replaced in 2025 at an unknown cost.

Note: This is the second in a series of reports of operational and financial performance data for Maryland utility-owned EV charging stations derived from various public data.

The data below reflects the activity for calendar year 2025 and includes data compiled from Pepco’s Semi-Annual Progress Reports and Quarterly Reliability Reports. The Maryland Electric Vehicle Charging Reliability Act (HB 834) of 2023 requires 97% annual uptime for each utility-owned charging port.

Financial

Revenue for this site totaled $4,715.35 in calendar year 2025. The revenue comes from EV drivers who pay $0.17 per kWh for Level 2 charging. That rate is regulated by the PSC and has remained the same since 2019. The main operating expenses are the monthly electricity bills which totaled $11,105.63 in 2025. Preventive and corrective maintenance costs totaled $566.00 for the year. Maintenance and repair expenses are detailed in the utilities’ quarterly reliability reports. The yearly networking fee of $600 is based on $3,000 network costs for five years. The BY Morrison Park EV charging station continues to lose money despite being in operation for more than six years in a highly desirable location in Takoma Park.

Uptime

Charging station uptime for both ports was presented as 100% for every month except October (90.49%) on Port E2484. The overall average uptime for the year was reported as 99.2% and 100%. See table below.

Customer Complaints

Consumer complaints received about utility-owned charging stations are required to be reported to the PSC on a quarterly basis. Only one complaint for the year was recorded for the BY Morrison Park site. The unspecified issue was noted to have been resolved three days later. See the table below.

Repairs

There was just one repair recorded for this station for 2025. It is described as an “Network software failure” that was repaired on October 30. The issue was identified five days earlier on October 25. The downtime duration was recorded as 6,686 minutes. Notably, the uptime for Port E2484 was reported as 90.49% for the month of October.

Disconnection Events

The table below details one period in October when Port E2484 was not connected to the network. The Public Service Commission ruled that since there was no guarantee that drivers are able to initiate a charge when there is no connectivity, especially via mobile app, that these periods be counted as downtime for uptime reporting purposes.

Rip and Replace

At some point in early 2025, the original EVSEs were removed and two new chargers were installed. This is often referred to as “rip and replace.” The photo below shows the new equipment.
