Utilization, Uptime, Complaints, Repairs & Profit/Loss
One of the first public charging station owned and operated by Delmarva Power and Light under a pilot program approved by the Maryland Public Service Commission is located at the Town Hall in Betterton, Maryland. This charging site has two Level 2 units in the parking lot and opened on October 1, 2020. Site construction cost $80,366.00.
Note: This is the fifth in a series of reports of operational and financial performance data for Maryland utility-owned EV charging stations derived from various public data.
The data below reflects the activity for calendar year 2025 and includes data compiled from Delmarva’s Semi-Annual Progress Reports and Quarterly Reliability Reports. The Maryland Electric Vehicle Charging Reliability Act (HB 834) of 2023 requires 97% annual uptime for each utility-owned charging port.

Financial
Revenue for this site totaled $475.27 in calendar year 2025. The revenue comes from EV drivers who pay $0.17 per kWh for Level 2 charging. That rate is regulated by the PSC and has remained the same since 2019. The monthly electricity bills for 2025 totaled $1,305.82. The blended cost/kWh (Total cost for the year of electricity ÷ total kWh consumed) for this site is $0.446. The main operating expenses for this site were the maintenance costs. Preventive maintenance cost were reported to be $308.00 for the year and corrective maintenance costs were $516.00. The yearly networking fee of $600 is based on $3,000 network costs for five years. The result is a net operating loss of $2,254.55 for the year.

Charging station annual uptime was reported as 88.4% on port E2657 and 100% on E2658. See table below.
Customer Complaints
No customer complaints for the year was recorded for the Betterton Town Hall site. Consumer complaints received about utility-owned charging stations are required to be reported to the PSC on a quarterly basis.
Repairs
There was one repair recorded for this site on Port E2657. It is described as an “EVSE component failure” that was “Ripped & Replaced” on February 12. There was no data on the other EVSE, Port E2658, but it seems that both may have been replaced with new units at the same time.
Disconnection Events
There were no reported disconnection events for Ports E2657 and E2658 in the 2025 data.
Peak Power
The graphs below show the maximum peak power in kW for each day of 2025. The graph was prepared from an aggregation of all four quarters of session data reported to the PSC. This visualization could potentially reveal gaps when no charging sessions were recorded which might prompt further investigation into possible unreported downtime. However, in this instance, the gaps probably reflect a long-term trend of low utilization at this location.
